Florida Inmate Qualifies As Write-In Candidate. Jose Vasquez has qualified as a write-in candidate for the state House of Representatives according to the Division of Elections’ office. Vasquez is currently incarcerated for a felony. He is imprisoned near Lake Okeechobee, which is outside the legislative district that he is a write-in candidate. Florida requires candidates to live in the same district they are running in and bars felons from being candidates until their rights are restored. So how did Vasquez do it? “We are merely the clerical agency that takes in the papers. We don’t investigate,” said a spokesperson for the Election’s office. Included in Vasquez’s filing papers is an oath, signed under penalty of perjury that he is qualified to run for office. Perhaps Mr. Vasquez will be staying at his current residence longer than he intended if new charges are brought forward.
